10.8a Modernization is a change process. Cultures and countries experience and view modernization differently. From the Western perspective it is often viewed as a change from a rural, agrarian condition to a secular, urban, industrial condition. Some cultures and countries see it as a potential threat and others as a challenge that needs to be met.
